Beyond the traditional function of the road system, the road sector is facing new challenges and demands related to welfare, climate change, road safety, with the requirement of maximum use of existing infrastructure within severe constraints for investment while new opportunities are opened by new technologies. It’s time for road authorities to develop new policies to cope with this new environment for roads and road transport.

Ministers from all around the world were invited to share their point of view and explain the current challenges facing their countries and the solutions they are implementing.

This session was chaired by Il-Ho YOO, Minister of Land, Infrastructure and Transport of republic of Korea.

The moderator of the Ministers’ Session was Kee-yeon HWANG, Professor of Urban Engineering at Hongik University, Republic of Korea. 

The Evolution of Road Policy for the Next Generation

Solution to each country’s road financing problems. Funding strategies for government finance projects. New type of projects including PPP and private investment to complement fiscal deficit. Cost-effective management policies.

The introductory speech was presented by Mr. Oscar de Buen Richkarday, president of the World Road Association.

Road safety measures. Improvement of mobility and accessibility via maximizing coordination with other transport sectors. New Technologies

Investment on developing new technologies. Policies for next generation technology, such as self-driving vehicles, EV and IT technology. CO2 emission mitigation in road and road transport. Development of communication tools between road users and facilities to make the best use of existing road infrastructure and enhance users’ convenience.
